Today on 10.10.2025, following three (03) senior leaders of banned CPI

(Maoist) joined the mainstream in the presence of the Director General of

Police, Telangana.

1. Kunkati Venkataiah @ Ramesh @ Raghu @ Vikas, a senior Maoist

leader (SCM), underground for 36 years.

2. Mogilicherla Venkatraju @ Raju @ Erra Raju @ Chandu @ Chander @

Punnam Chander @ Satla Balaraju, SCM, a senior Maoist leader,

underground for 35 years.

3. Thodem Ganga @ Gangavva @ Sony, SCM underground for 21 years.

Details of the Maoist members joining the mainstream of public life:

1) Kunkati Venkataiah @ Ramesh @ Raghu @ Vikas, age: 52 yrs, native

of Kutigal village, Maddur mandal, Siddipet district, State Committee

Member and Secretary/In-Charge of South Bastar DVC under

Dandakaranya Special Zonal Committee (DKSZC).

Early Life and Family Back ground

➢ Kunkati Venkataiah @ Ramesh @ Raghu @ Vikas, 52 yrs, is a native of

Kutigal village in Maddur mandal, Siddipet district. His father, Vojayya, belonged to

a farming family, and his mother, Lachchamma, was also a farmer. He had one

brother and two sisters. His parents and brother have passed awayMarriage and Immediate Family

Vikas is married to Kodi Manjula @ Nirmala, a State Committee Member (DKSZCM) of

the CPI (Maoist). In November 2024, Nirmala surrendered and joined the mainstream

in the presence of the Warangal Commissioner of Police. She is currently residing in

Warangal district.

Entry into the Movement (CPI (ML) PWG)

➢ Vikas studied at the Dhulmetta Government Hostel in Cherial mandal of Siddipet

district. He completed his tenth-grade examinations during the 1988–1989

academic year. During his stay at the hostel, members of the CPI (ML) People’s

War Group frequently visited the premises to deliver lectures and sing

revolutionary songs, leading to his association with the organization. While still a

student, he began distributing pamphlets and writing CPI (ML) People’s War Group

slogans and graffiti on walls in nearby villages, in accordance with the party’s

directives.

➢ In 1990, Vikas attended a large public meeting of CPI(ML) PW Group known as

Rythu Coolie Sabhalu held in Warangal and subsequently returned to his native

village. On or around May 20, he received a communication from Gundeboina

Anjaiah @ Balanna, the then commander of the Cherial Dalam, regarding his

recruitment into the organization. In response, Vikas joined the Cherial Dalam on

May 22, 1990.

Early Assignments in Party Life

➢ After his induction into the Cherial Dalam, initially he served as an active member

for approximately one year.

➢ In 1991, he was reassigned to the Mahadevpur Dalam, where he worked under

the command of Venkanna, the then commander of the Mahadevpur Dalam and

worked in the capacity of Deputy Commander.

Rise in the Party Life

➢ In 1995, Vikas assumed charge as the Commander of the Mahadevpur Area

Committee (AC).

➢ In 1998, he was promoted to the position of District Committee Member and

assigned to Karimnagar district. He simultaneously oversaw the activities of the

Mahadevpur and Manthani Area Committees until 2002.

➢ In 2003, he was elevated to the post of District Committee Secretary and took

charge as the District Committee Secretary of Karimnagar East Division.

➢ In 2005, the three districts — Khammam, Karimnagar, and Warangal were

merged to form the KKW Divisional Committee, and a secretariat wasconstituted. Vikas worked as a Secretariat Member, along with two other

members.

➢ In late 2006, the North Telangana Special Zonal Committee (NTSZC) was

relocated from Telangana to Chhattisgarh.

➢ In 2007, during the CPI (Maoist) plenum, Vikas was transferred to the Darbha

Divisional Committee of the Dandakaranya Special Zonal Committee (DKSZC).

There, he worked as Secretary for the Kattekalyan and Malingar Area Committees.

➢ In 2015, he was promoted to the rank of DKSZCM/SCM and was appointed as

Secretary of the South Bastar Divisional Committee of DKSZC.

➢ He continued to serve as Secretary of the South Bastar Divisional Committee until

2021, after which he handed over the responsibilities of Secretary to Muchaki Erral.

➢ Since 2021, Vikas has been working as the In-Charge of the South Bastar

Divisional Committee of DKSZC.

Reasons for coming out of CPI (Maoist)

➢ In May 2025, due to deteriorating health, Vikas decided to dissociate from the CPI

(Maoist) organization on health grounds and rejoin the mainstream with

government assistance.

➢ His decision reflects a personal need to prioritize his health and well-being after

spending several decades in the underground movement. He conveyed his

intention to lead a normal life, focus on his recovery, and live peacefully with his

family by availing himself of the rehabilitation measures extended by Telangana

government.

2) Mogilicherla Venkatraju @ Raju @ Erra Raju @ Chandu @ Chander

@ Punnam Chander @ Satla Balaraju s/o Komuraiah, age: 45 years,

cate: Rajaka (BC), native of Thatikayala village, Dharmasagar

mandal, Hanumakonda district, Telangana, State. State Committee

Member (SCM) and in-charge of CNM in DKSZC of CPI (Maoist).

Early Life and Family Back ground

➢ Mogilicherla Venkatraju @ Chandu is a native of Thatikalaya village, Dharmasagar

mandal, Hanumakonda district. His father Komuraiah worked as a water supplier in

the village and his mother Uppalamma was a homemaker. He had three brothers

and one sister. Both his parents and his younger brother, Mahender have passed

away. Marriage life

➢ Chandu married Jury, a native of the Maad area, in 2003. However, the couple

separated in 2011 following her decision to leave the CPI (Maoist). In 2019,

Chandu married Thodem Ganga @ Sony, who is currently working as a State

Committee Member (DKSZCM) of the CPI (Maoist) and is joining the mainstream

along with him.

Entry into the Movement (CPI (ML) PWG)

➢ Chandu studied up to 2nd standard at the Government School in Thatikalaya

village. From 3rd to 5th standard, he studied at the Government High School at

Kolanupaka, Alair mandal, Bhongir district while residing at his maternal uncles’

house. During his early years, Chandu developed an interest in folk music and was

known for singing folk songs.

➢ In 1990, Chandu came into contact with the village campaign batches of the CPI

(ML) People’s War Group (PWG) during the summer and through them, met

Kranthi Ranadev, a city organizer. Subsequently, he also met late Gaddar in

Hyderabad and underwent Jana Natya Mandali (JNM) training at Chabala village in

Ananthapur district, where Mala Sanjeev @ Lengu (recently surrendered) was his

instructor.

➢ Inspired by late Gaddar’s revolutionary songs, he left his studies and began

working with the Jana Natya Mandali under Gundeboina Anjaiah @ Balanna in

Shamirpet area of Jangaon district.

➢ In 1993, Chandu was recruited into the Narsampet Dalam under the leadership of

late Somanna.

Rise in the Party Life

➢ From 1993 to 1999, Chandu worked in the Narsampet Dalam, during which he

was promoted to the rank of Area Committee Member (ACM) in 1995.

➢ In 1999, he was elevated to the position of Area Committee Secretary (ACS) and

appointed as Secretary of the Palakurthy Dalam.

➢ In January 2001, Chandu was transferred to the Dandakaranya (DK) region and

was assigned the responsibility of expanding the activities of the Chetna Natya

Manch (CNM).

➢ In 2002, he attended the All-India Cultural Workshop of CPI (ML) PWG conducted

in the Andhra–Orissa Border (AOB) area, where he was directed to promote the

CNM across all village-level units.

➢ In 2003, Chandu became a member of the Dandakaranya Cultural SubCommittee (DCSC), with Markam Gopanna working as its Secretary. In the same

year, he was promoted to the rank of Divisional Committee Member (DVCM).

➢ In 2007, Chandu was appointed as Secretary of the newly formed Korar Area

Committee in North Bastar.

➢ In 2008, he additionally worked as an organiser for the Jagdalpur Sub-Urban Area

and operated in the Lohandiguda region of Bastar district.

➢ In 2009, he was assigned additional responsibilities as Secretary of the newly

formed Barsur Area Committee. In the same year, he was promoted to the rank of

Regional Committee Member (RCM).

➢ In 2013, Chandu was transferred to the Maanpur Division and appointed as its InCharge, with Vijay working as the Division Secretary. During this period, he

operated in the Rajnandgaon plains to strengthen the organisation’s base until

2015.

➢ In 2015, he was promoted to the position of State Committee Member (SCM)

and appointed as Secretary of the Dandakaranya Cultural Sub-Committee (DCSC).

➢ From 2017 to 2019, Chandu worked as In-Charge of the East Bastar Division.

➢ Since 2019, he has been functioning as CNM In-Charge under the Dandakaranya

Special Zonal Committee (DKSZC), primarily operating in the South Bastar region.

➢ In 2022, he was inducted as a member of the South Sub-Zonal Bureau and

subsequently appointed as a member of the Dandakaranya Secretariat in

2024.

He has been serving as the In-Charge of CNM in DKSZC and DK Secretariat

member.

Reasons for coming out of CPI (Maoist)

➢ Due to deteriorating eyesight, ideological differences and divisions within the

leadership and various formations of the CPI (Maoist) in recent times, Chandu

decided to dissociate from the organization and left CPI (Maoist) organization

along with his wife Thodem Ganga @ Sony, State Committee Member (SCM) to

rejoin the mainstream with government assistance.

➢ His decision reflects a conscious intent to step away from the organisation due to

health concerns and growing ideological differences. After spending several

decades in the underground movement, he now wishes to prioritize his well-being,

lead a normal life and live peacefully with his family by availing himself of the

rehabilitation measures extended by Telangana government. ) Thodam Ganga @ Gangavva @ Sony, age: 42 yrs, native of

Dharampeta village, Kistaram PS limits, Sukuma district,

Chhattisgarh, State Committee Member, Member in Janathana

Sarkar of Dandakaranya Special Zonal Committee (DKSZC) and InCharge Janathana Sarkar, South Bastar DVC.

Early Life and Family Back ground

➢ Thodam Ganga @ Gangavva @ Sony is a native of Dharampeta village,

Kistaram PS limits, Sukuma district, Chhattisgarh state. She hails from Dorla Koya

(ST) Community. Her father Laxmaiah belonged to a farmer’s family and her

mother Chilaka died in her childhood. She had one brother and three sisters.

Marriage and Immediate Family

➢ Ganga married Mogilicherla Raju @ Erra Raju @ Chandu, a State Committee

Member (DKSZCM) of the CPI (Maoist), in May 2019. The marriage took place in

the Palagudem forest area of Pamed Police Station under the leadership of the late

Katakam Sudershan @ Anand, CCM.

Entry into the Movement

➢ Ganga is illiterate, as her native village, Dharampeta is a remote area that did not

have access to schooling during her childhood. Under the influence of Rajesh (now

arrested), the then Commander of the Gollapally Local Organising Squad (LOS),

she joined the Dandakaranya Adivasi Mahila Sangam (DKAMS), a front

organisation of the CPI (Maoist) in 2002. After six months of active participation,

she was elected as the President of the Dandakaranya Adivasi Mahila Sangam.

➢ In October 2004, when her parents and relatives attempted to compel her into

marriage, she decided to join the CPI (Maoist) as an underground (UG) cadre. She

was initially assigned to the Gollapally LOS under the Kistaram Area Committee

(AC) as a Party Member.

Rise in the Party Life

➢ In December 2004, the CPI (Maoist) floated the Janathana Sarkar Committee in

the Kistaram Area Committee (AC) and appointed Ganga as its vice President.

➢ In January 2006, she was promoted to the rank of Area Committee Member

(ACM) within the Kistaram AC.

➢ In June 2007, she was appointed as President of the Janathana Sarkar

Committee of Kistaram AC. During the same period, the CPI (Maoist) formed

Janathana Sarkar Divisional Committees and she was inducted as a Member of thJanathana Sarkar, South Bastar Divisional Committee under the Dandakaranya

Special Zonal Committee (DKSZC).

➢ In January 2012, Ganga was elevated to the position of Secretary of the

Kistaram Area Committee.

➢ In October 2012, during the South Bastar Divisional Committee (DVC) Plenum,

she was further elevated to the position of Divisional Committee Member (DVCM),

South Bastar DVC.

➢ In 2014, she was appointed as President of the Janathana Sarkar, South Bastar

DVC, succeeding Pothula Padmavathi @ Kalpana, Central Committee Member

(CCM) who had recently surrendered.

➢ In 2016, she was inducted as a Member of the Janathana Sarkar of the

Dandakaranya Special Zonal Committee (DKSZC).

➢ In 2021, Ganga was promoted to the position of Secretariat Member of the South

Bastar Divisional Committee.

➢ In first quarter of 2024, Tippiri Tirupathi @ Devuji, Central Committee Member

(CCM), proposed her name for co-option into the State Committee Members’

panel, which was subsequently approved by the South Sub-Zonal Bureau.

➢ Since joining the CPI (Maoist), Ganga has been continuously working within the

Janathana Sarkar structure at various organisational levels.

Reasons for coming out of CPI (Maoist)

➢ Due to deteriorating health, Thodem Ganga decided to disassociate with the CPI

(Maoist) organization on health grounds and rejoin the mainstream with

government support.

➢ Her decision reflects a personal need to prioritize her well-being after decades of

underground life. She expressed her intention to lead a normal life, take care of

her health and live peacefully with his family by availing the rehabilitation

measures extended by Telangana government.

Rehabilitation benefits

➢ 01). Kunkati Venkataiah @ Ramesh @ Raghu @ Vikas, 02). Mogilicherla

Venkatraju @ Raju @ Erra Raju @ Chandu @ Chander @ Punnam Chander @

Satla Balaraju and 03). Thodem Ganga @ Gangavva @ Sony are carrying a cash

reward of Twenty Lakh (20,00,000/-) rupees each, which has now been

handed over to them through a Demand Draft. In addition, they will receive

further benefits in accordance with the Telangana Government’s rehabilitation

policy for surrendered cadres.The Telangana State Police Department reaffirms its commitment to ensuring that

all benefits due under the rehabilitation policy are extended to them promptly,

enabling them to rebuild their life with dignity and security.

CLOSING REMARKS

➢ The return of three senior Maoist leaders and State Committee Member (SCMs) 1)

Kunkati Venkataiah @ Vikas, 2) Mogilicherla Venkatraju @ Chandu and 3) Thodem

Ganga @ Sony to mainstream society after so many years of underground is

regarded as a moral victory for the holistic and comprehensive policy adopted by

the Telangana Police against the CPI (Maoist).

➢ Furthermore, the decision of Mogilicherla Venkatraju @ Chandu, SCM reflects

growing discontent within the CPI (Maoist) over ideological rifts and internal

conflicts among the leadership, committees, and formations.

➢ Inspired by the holistic and comprehensive strategy of the Telangana Police

towards underground cadres of the CPI (Maoist), a total of 412 UG cadres

including 01 Central Committee Member (CCMs) 04 State Committee Members

(SCMs), 02 Divisional Committee Secretaries (DVCS), 08 Divisional Committee

Members (DVCMs), and 35 Area Committee Members (ACMs) choosing to

renounce armed struggle and embrace a peaceful life with their families, have

surrendered before the Telangana Police in 2025 alone. This marks a

significant victory for the Telangana Police in their efforts against the CPI (Maoist).

➢ As of today, a total of 72 underground cadres of the CPI (Maoist) are native of

Telangana State.

➢ Out of the 12 CCMs (Central Committee Members) of the CPI (Maoist), 08 are

native of Telangana State.

➢ On behalf of the Telangana State Police Department, the DGP Telangana appeals

to all the underground Maoist cadres native of Telangana to come back to their

native villages by joining the mainstream and to take part in the advancement of

the Telangana state through constructive participation.

Reiterates the appeal of Telangana police: “పోరు వద

ు!! – ఊరుముద

ు!!”.

➢ If underground Maoists return to their native places and join the mainstream, the

Telangana Government will extend all benefits which include immediate relief with

suitable amount and other support measures and systems under its rehabilitation

schemes to lead an independent and dignified life.

➢ The DGP Telangana assure that the Telangana State Police Department will always

strive to ensure that all benefits due from the government are provided to Maoists

who join the mainstream, in order to support their livelihood and rehabilitation.Present young generation staying away from Maoists

➢ In the present social environment, young people have become more aware and

responsible, refraining from engaging in unlawful activities. Recruitment into the

CPI (Maoist) has significantly declined, as students are no longer showing interest

in joining the organization.

Maoism – An Out-dated Ideology

➢ Today, Maoism is considered an obsolete ideology. Its violence-based philosophy

has been rejected by people worldwide, leading to a decline in its influence across

many countries.
