■ जैसा की विदित है छत्तीसगढ़ में सुरक्षा बलों द्वारा, माननीय केंद्रीय गृह मंत्री के निर्देशन में, ज्वाईंट एक्शन प्लान के अंतर्गत माओवाद विरोधी अभियान का संचालन किया जा रहा है।
माओवाद विरोधी अभियान के मुख्य आयाम हैं- सुरक्षाबलों द्वारा नवीन सुरक्षा कैम्पों की स्थापना कर सुरक्षा विहिन क्षेत्रों को भरना, माओवाद प्रभावित जिलों में राज्य की विकास योजनाओं का प्रभावी क्रियान्वयन करना ताकि क्षेत्र का सर्वांगीण विकास हो एवं नागरिकों को इसका लाभ मिल सके तथा सुरक्षा बलों द्वारा माओवादियों के आर्म्ड काडर्स एवं उनके सम्पूर्ण ईको सिस्टम के खिलाफ प्रभावी कार्यवाही करना है। इस एक्शन प्लान के क्रियान्वयन के फलस्वरूप सुरक्षा बलों ने माओवादियों के आर्म्ड काडर्स एवं इको सिस्टम को भारी क्षति पहुंचाई है, जिससे माओवादियों के प्रभाव क्षेत्र में काफी कमी आयी है।
■ माओवादियों के सबसे मजबूत सषस्त्र संगठन पीएलजीए बटालियन, सीआरसी कंपनी एवं तेलंगाना स्टेट कमेटी सहित अनेक शीर्ष काडर्स की शरणस्थली जिला सुकमा एवं बीजापुर के सीमावर्ती क्षेत्रों में थी। उक्त क्षेत्र में चुनौतीपूर्ण परिस्थितियों में सुरक्षा बलों द्वारा अनेक नवीन सुरक्षा कैम्पों की स्थापना की जाकर आसूचना आधारित अभियानों का संचालन किया जा रहा हैं। सुरक्षा बलों का वर्चस्व बढ़ने के फलस्वरूप माओवादियों द्वारा यूनिफाईड कमाण्ड का गठन किया गया एवं उक्त स्थान से पलायन कर जिला बीजापुर, छत्तीसगढ़ एवं जिला मुलुगू, तेलंगाना की सीमा पर माओवादियों द्वारा अभेद्य समझे जाने वाले करेगुट्टालू पहाड़ पर शरण ली गई।
■ करेगुट्टालू पहाड़ी लगभग 60 किमी लम्बा एवं 5 किमी से लेकर 20 किमी चौड़ा अत्यन्त दुष्कर पहाड़ी क्षेत्र है। उक्त पहाड़ी की भौगोलिक परिस्थिति काफी कठिन एवं चुनौतीपूर्ण है। माओवादियों द्वारा विगत् ढ़ाई वर्ष में शनैः-षनैः उक्त पहाड़ी में अपना बेस तैयार किया, जिसमें उनके लगभग 300-350 आर्म्ड काडर्स सहित पीएलजीए बटालियन की टेक्निकल डिपार्टमेन्ट (टीडी) यूनिट एवं अन्य महत्वपूर्ण संगठनों की शरणस्थली थी।
■ प्राप्त आसूचनाओं के आधार पर पूर्ण एवं पुख्ता ऑपरेषनल योजना तैयार की जाकर छत्तीसगढ़ पुलिस एवं केन्द्रीय रिजर्व पुलिस बल द्वारा दिनांक 21.04.2025 से एक वृहद् ज्वाईंट ऑपरेषन संचालित किया गया। यह अभियान अब तक का सबसे बड़ा एवं व्यापक माओवाद विरोधी अभियान है तथा राज्य एवं केन्द्र की विभिन्न एजेंसियॉ का मिलकर काम करने का एक उत्कृष्ट नमूना है। इस अभियान का उद्देष्य माओवादियों की सशस्त्र क्षमता को क्षीर्ण करना, हथियारबंद दस्तों को न्यूट्रलाईज करना, इस दुर्गम इलाकों से माओवादियों को हटाना और माओवादियों के दुर्दान्त संगठन पीएलजीए बटालियन को क्षिन्न-भिन्न करना था।
■ उक्त माओवाद विरोधी अभियानों में दिनांक 21.04.2025 से 11.05.2025 के दौरान कुल 21 मुठभेड़ों में 16 वर्दीधारी महिला माओवादी समेत कुल 31 वर्दीधारी माओवादियों के शव और 35 हथियार बरामद किए गए हैं। प्रारंभिक जांच से संकेत मिलता है कि मुठभेड़ स्थल से बरामद शव प्रतिबंधित और अवैध सीपीआई माओवादी संगठन अंतर्गत पीएलजीए बटालियन नंबर 01, तेलंगाना राज्य समिति, दंडकारण्य विशेष जोनल समिति के माओवादी काडर्स हैं। शवों की विस्तृत पहचान प्रक्रिया जारी है। लगातार 21 दिनों तक चलने वाले इस ऐतिहासिक माओवाद विरोधी अभियान के दौरान प्राप्त सभी तथ्यों और जानकारियों पर विचार करने के पश्चात् अनुमान है कि अभियान के दौरान कई वरिष्ठ स्तर के माओवादी काडर्स या तो मारे गए हैं अथवा गंभीर रूप से घायल हुए हैं। हालांकि, कठिन भौगोलिक परिस्थितियों के कारण सुरक्षा बल सभी घायल अथवा मारे गए माओवादियों के शव बरामद नहीं कर पाए। अब तक इस अभियान के दौरान कुल 31 माओवादियों के शव बरामद किए जा सके हैं, जिनमें से 03 शव दिनांक 24 अप्रैल, 01 शव दिनांक 05 मई को, 22 शव दिनांक 07 मई को, तथा 05 शव दिनांक 08 मई को बरामद किए गए है। इस अभियान में अब तक कुल 216 माओवादी ठिकाने और बंकर नष्ट किए गए। उपरोक्त माओवादी ठिकाने और बंकर से तलाशी अभियानों के दौरान कुल 450 नग आईईडी, 818 नग बीजीएल शेल, 899 बंडल कार्डेक्स, डेटोनेटर एवं भारी मात्रा में विस्फोटक सामग्रियाँ बरामद किए गए हैं।
■ सुरक्षा बलों ने माओवादियों की 04 तकनीकी इकाइयों को नष्ट किया है, जिनका उपयोग बीजीएल शेल, देषी हथियार, आईईडी और अन्य घातक हथियारों के निर्माण के लिए किया जा रहा था। इन तकनीकी इकाइयों के ठिकानों से 04 लेथ मशीनें भी बरामद कर नष्ट की गई। अभियान के दौरान विभिन्न माओवादी ठिकानों और बंकरों से बड़ी मात्रा में राशन सामग्री, दवाएं एवं दैनिक उपयोग की वस्तुएं भी बरामद किए गए।
■ विगत 21 दिनों के इस महत्वपूर्ण अभियान के दौरान विभिन्न आईईडी विस्फोटों में कोबरा, एसटीएफ और डीआरजी के कुल 18 जवान घायल हुए। हालांकि सभी घायल जवान अब खतरे से बाहर हैं और उन्हें विभिन्न अस्पतालों में सर्वोत्तम उपचार प्रदान किया जा रहा है। करेगुट्टालू पहाड़ी के ऊपर की परिस्थितियाँ काफी विपरीत है, दिन के समय तापमान 45 डिग्री सेंटीग्रेट से अधिक होने से अनेक जवान डिहाईड्रेशन के शिकार हुए परन्तु उसके उपरान्त भी उनके द्वारा ऊॅचे मनोबल के साथ माओवादियों के विरूद्ध उक्त अभियान जारी रखा गया।
■ उल्लेखनीय है कि वर्ष 2024 में माओवाद विरोधी अभियान में प्राप्त बढ़त को आगे बरकरार रखते हुये वर्ष 2025 में भी राज्य अंतर्गत सुरक्षा बलों द्वारा संचालित आक्रामक माओवाद विरोध अभियानों के परिणाम स्वरूप विगत 04 महीने में राज्य अंतर्गत कुल 174 हार्डकोर माओवादियों के शव बरामद किये गये। माओवादियों के विरूद्ध इस वृहद एवं व्यापक अभियान के दूरगामी परिणाम देखे जा रहे है। माओवादी की बड़ी एवं सषस्त्र इकाईयॉ छोटे-छोटे इकाईयों में विभक्त हो गए है। सुरक्षा बलों का उक्त क्षेत्र में पकड़ मजबूत हुआ है, साथ ही अन्य सुरक्षा विहिन क्षेत्र जिला बीजापुर अंतर्गत नेषनल पार्क एवं जिला नारायणपुर अंतर्गत माड़ क्षेत्र में लगातार आगे बढ़ रहे है। भविष्य में भी माओवाद प्रभावित क्षेत्रों में आमजनों का विष्वास अर्जित करने एवं क्षेत्र के विकास के साथ ही माओवादियों के समय-सीमा में समूल उन्मूलन हेतु आक्रामक कार्यवाही जारी रखी जाएगा

■ As is well known, an anti-Maoist operation is being conducted in Chhattisgarh by the security forces under the direction of the Hon’ble Union Home Minister, as part of the Joint Action Plan. The main objectives of this operation are: establishing new security camps to fill security voids, effective implementation of state development schemes in Maoist-affected districts to ensure all-round development of the region for the benefit of citizens, and conducting effective operations against the armed cadres and the entire ecosystem of the Maoists. As a result of the implementation of this action plan, security forces have inflicted heavy losses on the Maoists’ armed cadres and their ecosystem, significantly reducing their area of influence.
■ The strongest armed Maoist formations like the PLGA Battalion, CRC Company, and the Telangana State Committee, along with many top cadres, were based in the border areas of Sukma and Bijapur districts. In these challenging terrains, security forces have established several new camps and conducted intelligence-based operations. As the dominance of the security forces increased, the Maoists formed a unified command and retreated to the Kareguttalu Hills, considered an impenetrable area on the border of Bijapur district (Chhattisgarh) and Mulugu district (Telangana).
■ The Kareguttalu Hill range spans about 60 km in length and varies from 5 km to 20 km in width, forming a highly difficult terrain. Over the past two and a half years, the Maoists gradually established their base here, housing about 300–350 armed cadres, including the Technical Department (TD) Unit of the PLGA Battalion and other key organizations.
■ Based on intelligence inputs, a comprehensive and detailed operational plan was developed, and from 21 April 2025, a large-scale joint operation was launched by the Chhattisgarh Police and the Central Reserve Police Force. This has become the largest and most extensive anti-Maoist operation to date and stands as an excellent example of coordination among various state and central agencies. The aim of this operation was to weaken the armed strength of the Maoists, neutralize their armed groups, clear them from these difficult terrains, and dismantle the PLGA Battalion.
■ From 21 April to 11 May 2025, 21 encounters took place, in which the bodies of 31 uniformed Maoists, including 16 women, were recovered along with 35 weapons. Preliminary investigation suggests that the deceased belonged to the banned CPI (Maoist), under PLGA Battalion No. 01, Telangana State Committee, and the Dandakaranya Special Zonal Committee. The process of detailed identification of the bodies is ongoing. Based on information gathered during this historic 21-day operation, it is believed that several senior Maoist cadres have either been killed or seriously injured. However, due to the difficult terrain, not all bodies could be recovered. So far, the recovered bodies include 3 on 24 April, 1 on 5 May, 22 on 7 May, and 5 on 8 May. Additionally, 216 Maoist hideouts and bunkers were destroyed. Searches at these locations yielded 450 IEDs, 818 BGL shells, 899 bundles of Cordex, detonators, and large quantities of explosives.
■ Security forces destroyed 4 Maoist technical units, which were used for the manufacture of BGL shells, locally fabricated weapons, IEDs, and other deadly weapons. Four lathe machines were also recovered and destroyed. Large quantities of ration, medicines, and daily-use items were also seized from various hideouts and bunkers.
■ During this crucial 21-day campaign, a total of 18 personnel from COBRA, STF, and DRG were injured in various IED blasts. However, all of them are now out of danger and are receiving the best treatment in various hospitals. The situation atop Kareguttalu Hills is extremely harsh, with daytime temperatures exceeding 45°C, causing many soldiers to suffer from dehydration. Despite this, they continued the operation with high morale.
■ It is noteworthy that building upon the momentum gained in anti-Maoist operations during 2024, aggressive anti-Maoist operations in 2025 by security forces have resulted in the recovery of bodies of 174 hardcore Maoists over the past four months in the state. This large and comprehensive operation is showing long-term effects. Major and armed Maoist units have been splintered into smaller groups. The grip of security forces in the area has strengthened, and continuous progress is being made in other security-deficient areas like the National Park region in Bijapur and the Maad region in Narayanpur. In the future as well, aggressive actions will continue to gain public trust in Maoist-affected regions, ensure development, and ensure complete elimination of Maoists within a set timeframe.
